JOB SUMMARY
MdM has been operating in Ukraine since August 2015 and is currently implementing an emergency response and recovery program in the Eastern part of Ukraine (Luhansk oblast, government and non-government controlled areas – GCAs and NGCAs). The program is implemented around two main components: direct delivery of services through multidisciplinary mobile units (including PHC, SRH, MHPSS and support to GBV survivors); strengthening of local health system (with a specific focus on PHC, SRH, MHPSS and GBV) through capacity building of health and non-health staff, awareness raising and advocacy.
Under the supervision of the General Coordinator, the Logistics coordinator is in charge of the overall logistic support provided to the program (both in Government and Non-Government Controlled Areas CGA and NGCA).

S/he monitors the logistics implementation of the project in compliance with the defined strategy.
S/he is responsible of the implementation and follow-up of logistics procedures (MdM).
S/he provides technical supervision the logistics team in the Ukraine mission.
S/he is in charge of collecting information, following-up of the security context and situation, and proposes adapted behaviour, under the responsibility of the General Coordinator.
S/he is in charge of the procurement/supply chain of the mission

Based in Kyiv (25%) Severodonetsk & Luhansk oblast GCA (75%)


GEOGRAPHICAL SCOPE OF INTERVENTION:
The Logistics Coordinator is based in Severodonetsk (Luhansk oblast, government-controlled area) with regular visits to Kiev, Donetsk oblast and field locations.

ORGANIZATION CHART
The candidate will report to General Coordinator. He / She will he/she will have direct technical link with Logistic Referent in HQ.

FUNCTIONS
1. Logistics coordination:
- Work with the coordination team to define Mission objectives, strategies, procurement needs and budgets and ensure their day-to-day monitoring and management,
- Define/adapt, implement and follow-up the logistical and procurement activities required achieving the general objectives, in close collaboration with the General Coordinator.
- Defines and implements logistic process and ensures that everyone is trained and respecting these process
- Assist field on schedule all procurement / logistics activities needed, in order to reach projects objectives
- Provide input on logistics matters to the Coordination Team for proposal and report writing
- Work closely with all Coordination team (budgets issues, procurements, movements, security, etc…).
- Ensures the good filling and follow-up of all the procurement / logistics tools for a good capitalization at mission level (park state, purchase follow-up, donation follow-up…)
- Communicate regularly with the logisticians and General Coordinator in order to ensure good understanding of the logistics activities and logistics priorities of each one
- Responsible for all communication related to procurement / logistic issues with the Referent Logistician.


2. Program activities
- Perform the role of technical adviser and take final responsibility for all logistical tasks of the mission
- Responsible for the appropriate selection (in collaboration with the Referent Logistician), installation, use and maintenance of equipment across the following technical disciplines: Information Technology, Communications, Mechanics, Energy & Electricity, Cold Chain etc.
- Support and assist field’s technical choices for the various logistical areas (procurement, construction, safety, etc.)
- Guarantee the availability, implementation and management of all the technical and logistical resources required to carry out the operations of the mission,
- Harmonize logistics tools and procedure for the mission
- Take part to assessments as per requirement
- Develop and maintain good network of contacts to facilitate emergency responses (customs, suppliers, other NGOs, etc.) and provide logistics support to any emergency responses as per needed
- Compile NFI follow-up and reports

3. Procurement & Supply Chain
- In coordination with the Admin Coordinator, be in charge of the implementation, follow up and respect of MdM logistics procedures (purchase, communication, stock management, fleet management, park status)
- Develop, in collaboration with the rest of the Coordination Team and the Field Coordinator, a coherent procurement strategy and plan that takes into consideration MdM’s Procurement Policy, donor requirements, project duration and needs, lead time and delivery constraints
- Ensure active monitoring of the purchasing process including overseeing local customs clearance of imports, until delivery of the goods and the official handover of items against signature of receipt.
- Ensure that the filing system to record and archive all procurements is rigorously maintained by the Field Logisticians.
- Ensure the existence and maintenance of a supplier database / price list and develop robust local supplier relationships at national level.
- Ensure systems mitigate risks from corruption and insecurity


4. Team management
- Responsible for the technical management of specified logistics staff in accordance with HR policies and procedures, including recruitment and performance management / appraisal.
- Facilitate the communication within the logistics component of the team and between the different members of the team on logistics issues
- Responsible for the technical support of all Field Logisticians
- Responsible for the capacity building and training of all logistics staff to improve efficiency, awareness of, and compliance with, logistics systems and procedures
- Brief and debrief staff on logistical and technical aspects of the Mission


5. Security
- Implement and supervise the logistic aspects of the MdM security pack (base, cars, equipment…)
- Contribute to collect all security information and share with the Fieldco/GenCo
- Update the logistic aspect of the security pack
- Brief teams on the technical aspects of security
- Guarantee the security of transport (passengers and goods),
- Ensure, with the Fieldco, the feasibility of evacuation plans (resources, assessment of the context, etc.)


6. Meetings, Representation and Reporting:
- Attend MdM Coordination meetings and take part when relevant to the Field weekly coordination meeting
- Represent MdM with relevant external organisations and networks at national level and actively networking
- Attend (if any) national Logistic related external meetings (clusters, humanitarian Forum security meeting…) as per request by the General Coordinator
- Consolidate logistics reporting (assets, fleet, premises …) and prepare monthly logistic report

REQUIRED QUALIFICATIONS:
Academic background: University degree or diploma. Studies related to logistic and security.
Desirable:
A -Master in International Cooperation and/or Humanitarian Aid


REQUIREMENTS:

• Language requirements: Excellent level of English (spoken - written - read); Ukrainian and Russian are a strong asset
• Computer requirements: Office pack user level.






EXPERIENCE:
The successful candidate must have:

• Experience in a humanitarian organization / humanitarian context
• Experience in health-related projects with medical procurement
• Ability to work in volatile security context
• Very good perception of security constraints, with high flexibility regarding the events
• Ability to work in emergency, to set up a logistical base and build up an operation
• Ability to work quickly, under pressure, and with short deadlines
• Necessity to manage priorities and to adapt them daily according to the context,
• Necessity to manage a team and work in an international team (diplomacy is compulsory, but management also)
• Technical skills in: security, supply chain, stock, team management, IT, rehabilitation,
• Be aware that logistics is also paperwork, excel files and word documents,
• Flexibility to adapt to changing requirements
• Negotiation skills
Experience in remote management (desirable)
